Job Overview

North County Serenity House Outpatient, in Oceanside is a Program of HealthRIGHT 360 was founded in 1966 to provide substance use disorder services in the community.  North County Serenity House Outpatient provides a gender-responsive and trauma-informed environment, using evidence-based and best practices that recognize and account for the role that trauma frequently plays in substance use and criminal histories of women. For clients with co-occurring mental illness, we provide integrated substance use and mental health services which treat both conditions as primary. NCSH Outpatient offers outpatient and intensive outpatient substance use treatment to women and pregnant or parenting female teenagers.

The primary responsibilities of the Clinica Program Manager include providing supervision and staff development assistance for all direct reports as assigned by the Divisional Director , as well as the oversight of day-to-day program operations of the assigned North County Serenity program(s) that represent HealthRIGHT 360’s philosophy, goals, policies, mission and vision.  The Clinical Program Manager is also responsible for other duties assigned by the Divisional Director which are essential to incorporating the agency’s mission and values into our service delivery.  The primary objective of the Clinical Program Manager is to balance between contract responsibilities while providing the highest quality of care.  The Clinical Program Manager is responsible for motivating and inspiring a high performing team.

Key Responsibilities

Program Responsibilities:  

  • Oversee clinical treatment and coordination of various activities and departments within facility.  
  • Ensures treatment is in accordance with contract expectations and ensures the fidelity of the evidenced based practices and quality  of services.  
  • Has ultimate responsibility for retention and completion of all participants.
  • Responsible for treatment responsibilities for assigned caseload that may include intakes, assessments, treatment plans and individual and group services.  
  • Responsible for being a part of the overall North County Serenity House team.
  • Responsible for the operational functions of the facility, including, but not limited to safety and security, compliance and accountability. Relays information to Divisional Director  concerning operations of facility.
  • Must be available evenings, weekends, and Holidays to respond to facility emergencies, outstanding crisis or events.
  • Handles aspects of management, including direct supervision and mentoring of subordinate supervisory staff.  
  • Activities include, but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating.
  • Ensures staff is familiar with program policies, procedures, and practices.

Education and Knowledge, Skills and Abilities


  • Licensed MSW, MFT, PCC or Psychologist,  OR a Registered  MSW, MFT, PCC or Psychologist with less than 250 hours of supervisory experience needed from a regionally accredited graduate program in the field of Psychology or Counseling Psychology and licensed or registered with the California Board of Behavioral Sciences or the Board of Psychology OR a Drug and Alcohol Certification recognized by Department of Health Care Services (DHCS).
  • At least two years of direct counseling service and/or administrative experience in a residential or outpatient treatment setting.
  • First Aid Certified within 30 days of employment.
  • CPR Certified within 30 days of employment.
  • Drug and Alcohol Certification recognized by Department of Health Care Services (DHCS), required if Applicant is not licensed or registered with the BBS.


  • Must clear background clearance. 


  • Strong understanding of the ASAM diagnostic assessment tool, as well as the ICD 10 and DSM 5 diagnoses.
  • Working knowledge of the Drug -Medi-Cal Organized Delivery System (DMC-ODS).
  • Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data.
