Job Overview

The County of Contra Costa has been awarded a grant from the Board of State and Community Corrections (BSCC) titled Contra Costa LEAD Plus (“CoCo LEAD+”). The project builds on and enhances the Law Enforcement Assisted Diversion model (LEAD)  first developed in Seattle, WA. A multi-sector partnership of the County, the city of Antioch, and HealthRIGHT 360 (“HR360”), CoCo LEAD+ will provide pre-arrest, post-arrest, pre-booking, and post-booking diversion opportunities and services for adults with behavioral health issues who have been arrested by the Antioch Police Department (“APD”) more than once in twelve months for eligible misdemeanors or “wobblers.” Probationers arrested on divertible charges in Antioch or cited for technical violations will also be eligible. 

HR360, a national leader in comprehensive mental health, substance use, medical, and housing services for complex populations will serve to implement the project’s community-based elements. Based in Antioch, in Contra Costa, HR360 currently manages the Central/East Reentry Network, a community-based collective-impact project that coordinates and integrates an array of public and nonprofit services, including housing, employment, civil legal, family reunification, physical and behavioral healthcare, for justice-involved people.  


Key Responsibilities

  • Develop, test, and deploy additional user-facing functionality in Salesforce ECM system, including workflow rules, processes, updates, and third-party app integration
  • Develop reports and dashboards in Salesforce ECM system
  • Develop and refine forms and procedures for collecting and summarizing data
  • Manage data system operations to support client services, integration, internal quality assessment, service delivery improvement, internal and external reporting, and external evaluation
  • Ensure proper implementation of data-sharing and confidentiality protocols within CoCo LEAD Plus, with HR360, with agencies subcontracted to HR360, and with project partners
  • Collaborate with Client Information Coordinator, partner-agency data analysts, and contracted evaluators to support efficient operations, reporting, and evaluation
  • Serve as primary liaison with contracted data-system consultants and evaluators
  • Train end users on data systems, protocols, and agreements, and provide real-time technical support


Education and Knowledge, Skills and Abilities

  • administration strongly preferred, although certification is not required
  • Knowledge of database customization or development
  • Knowledge of evaluation methods, measurement of services and outcomes, data extraction and report-building in human services or similar setting
  • Strong organizational skills
  • Strong oral and written communication skills
  • Experience working in collaborative projects
Compensation: $62,000.00
