Job Overview

The Director of Outpatient Services is responsible for overseeing and implementing outpatient behavioral health program services, clinical activities, and staffing to ensure program compliance with contracts and licensing regulations for the programs at 1563 Outpatient program, African American Healing Center, Lee Woodward Counseling Center for Women, Day Reporting Center (DRC), Asian Drug and Alcohol Prevention and Treatment (ADAPT), Representative Payee Services, and Specialty Mental Health (MHMC). The Outpatient Services Director sets the clinical tone, utilizing trauma-informed , gender-responsive, evidence-based, and harm reduction approaches. Coordinates with other departments within and outside of the agency to ensure that client needs are being met in support of health and recovery.

Ensures outpatient treatment is in accordance with contracts/license expectations, including new Drug Medi-Cal (DMC) and Specialty Behavioral Health requirements. Oversees management of staff and agency staff, which includes registered and certified AOD counselors and master's-level/PhD-level mental health clinicians.

Key Responsibilities

Program Management Responsibilities:

  • Under the supervision of the Program Directors, the Outpatient Director supports the Program Directors (Managers) with directing clinical treatment and coordination of various activities and departments within facility as well as coordination of external stakeholders.
  • Ensures treatment is in accordance with contracts/license expectations, including new Drug Medi-Cal (DMC) and Specialty Behavioral Health requirements.
  • Support the Program Managers and/or Program Manager with maintaining participant retention and program completion with all participants.
  • Facility Management Responsibilities: Responsible for oversight of the program needs, including but not limited to safety and security, compliance and accountability.

Supervisory Responsibilities:

  • Oversees management of staff and agency staff, which includes registered and certified AOD counselors and master's-level/PhD-level mental health clinicians.
  • Duties include direct supervision and mentoring of subordinate supervisory staff (including Program Directors or Program Managers), providing verbal and written qualitative and quantitative evaluation of their work.
  • Duties include but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating managers.
  • Overseeing that all staff are trained on and competent with program policies, procedures, and practices.
  • Support Program Directors or Program Managers with resolving any employee deficiencies through a number of avenues: progressive discipline, written warnings in collaboration with HR, encouraging the utilization of staff benefits like PTO and the EAP, and termination.

Administration and Compliance:

  • Through the Program Directors or Program Managers, ensures that clients receive all services stated in applicable contracts, including Specialty MH, DMC, CDCR/STOP, and AB109/Felony probation.
  • Ensures compliance with codes and regulations at local and state levels.
  • Responsible for client capacity within the program. Works closely with our agency's compliance department in developing, disseminating, and ensuring adherence to standardized programmatic policies and procedures.
  • Conducts monthly quality reviews of all charts and of staff performance and productivity.
  • Leads a regular staff meeting to discuss service updates, issues, policies and procedures.
  • Ensures client rights mandated by governmental codes and agency norms.
  • Responsible for quality assurance for charts and treatment plans.
  • Ensures proper handling and transfer of documents and records.
  • Responsible for oversight of the Electronic Health Records (EHR) system for all outpatient and case management programs, including but not limited to running reports such as discrepancy, retention, productivity, utilization and ensuring all discrepancies are corrected in timely manner.
  • And, other duties as assigned.

Education and Knowledge, Skills and Abilities

Required:

  • BA in Psychology/Social Work or related field including 3 years of management experience and 3 years experience working in an outpatient mental health clinic/Drug Medi-Cal Organized Delivery System.

OR

  • A current Drug and Alcohol Certification recognized by DHCS AND High School Diploma or equivalent, including 5 years of management experience and 5 years experience working in outpatient.

Desired:

  • Master’s Degree in Social Work or related field.
  • Knowledge of community resources for non-profit substance abuse treatment facilities.
  • Experience with government contracts and compliance.
Compensation: $105,000.00
