Lead Clinician - NCSH Outpatient

Job Overview

North County Serenity House, A Program of HealthRIGHT 360 was founded in 1966 to provide substance use disorder services in the community.  North County Serenity House provides a gender-responsive and trauma-informed environment, using evidence-based and best practices that recognize and account for the role that trauma frequently plays in substance use and criminal histories of women. For clients with co-occurring mental illness, we provide integrated substance use and mental health services which treat both conditions as primary. Our North County Serenity House Outpatient Program in Oceanside offers outpatient and intensive outpatient substance use treatment to women and pregnant or parenting female teenagers along with recovery services. Our outpatient services also include homeless outreach in the community.

The Lead Clinician is a licensed professional who provides both clinical supervision to staff and assists with the delivery of direct services to participants. The lead clinician is responsible for providing on-going supervision and training of clinical staff and interns and may also provide administrative supervision for unlicensed clinicians and interns. The Lead Clinician will also provide staff development assistance for all assigned staff. Direct participant care services are expected to be provided in a manner that exemplifies HealthRIGHT 360’s philosophy, goals, policies, mission and vision, that may include clinical assessments, individual, family, and group behavioral health services. The Lead Clinicians also conducts mental health and substance use disorder assessments and evaluations to identify behaviors and problems related to a participant’s addiction and potential co-occurring disorders through the use of ASAM and DSM criteria.  S/he acts as a liaison between the agency and outside organizations, linking participants with the appropriate resources to meet their health, mental health and human service needs. The primary objective of the Lead Clinician is to help ensure the provision of quality participant care and effective team performance to meet organizational goals.

Key Responsibilities

  • Provides individual and group supervision and monitors the clinical work of supervisees and providing individual and group supervision for mental health staff and students. May also include group supervision for other direct service staff. 
  • Assists with crisis intervention, child and child/elder abuse reporting, and other urgent clinical matters.  
  • Responsible for recruitment, interviewing, hiring, and terminations of mental health clinical staff and interns. 
  • Ensures all direct reports are in compliance with agency, county, HIPAA, and 42CFR regulations.
  • Completes documentation and ensures direct reports complete documentation in compliance with agency and funder requirements. 
  • Ensures compliance with HIPAA, 42CFR regulations and all other funding mandates and licensing requirements.  
  • Develops and conducts trainings in administrative procedures and clinical topics related to the delivery of mental health services.  
  • Provides individual, family and group therapy to assigned caseload utilizing evidenced based practices.
  • Provides range of treatment including but not limited to screening, assessment, on-going treatment planning, linkages and discharge planning. Services may be in the office or in the field based on participant needs.
  • Works as part of treatment team in collaboration with the addiction medicine team, therapists, case managers, other team members and collaborative partners.  
  • May work evenings, weekends, and holidays based on program and/or participant needs. 

Education and Knowledge, Skills and Abilities

 Required:

  • California licensure at minimum for 2 years as a Psychologist, LMFT or LCSW 
  • Experience in working with people with co-occurring disorders
  • Experience working in criminal justice populations
  • Familiarity with trauma informed therapy models, cognitive–behavioral therapy, brief psychotherapy and psycho-educational approaches
  • Familiarity with working with psychotic and other severe mental health presentations
  • Able to supervise and sign off on hours for MFT & MSW level clinicians
  • Must have completed supervisor course and other board requirements for the provision of supervision for clinical hours.
  • Must not be on active parole or probation, clear with OIG database
  • Culturally competent and able to work with a diverse population
  • Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications
  • Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency

Desired:

  • Knowledge of trauma, co-occurring disorders and substance abuse treatment 
  • Knowledge of Clinical documentation (treatment plans, progress notes etc.)
