Managing Director - Behavioral Health

Job Overview

The Managing Director of San Francisco is responsible for the fiscal health, compliance, quality, clinical integrity, and operational leadership of multiple San Francisco based programs, including all residential treatment, Residential Step Down & Recovery Residence housing, and Outpatient Programs in Northern California. Provides administrative oversight, clinical oversight, and direction to integrated mental health and substance abuse programs. Works collaboratively with program staff, HR360 administration, key stakeholders, and funders in attempts to optimize treatment and sustain programs across San Francisco.

Key Responsibilities

Leadership Responsibilitites:

  • Provides direct oversight and supervision to the SF Behavioral Health Directors and Managers.
  • Identify and promote initiatives that support SF Behavioral Health Directors, ensuring the highest quality of clinical services, compliance with stakeholder requirements, and maximization of program utilization targets.
  • Participates in state and local professional organizations that strengthen the company’s position within the industry.
  • Embodies the mission and values of HealthRIGHT360, working to ensure that our clients are treated with compassion and respect as they engage in our services.
  • Drives forward the values of Harm Reduction, whole person care, and trauma informed practices for all of our clients.

Operational and Clinical Oversight Responsibilitites:

  • Ensures optimal integration of Mental Health, Substance Use Treatment Services, MAT, and Primary Care.
  • Ensures that SF Programs and Services adhering to legal, ethical and regulatory guidelines, ensuring the elimination of fraud, waste, and abuse.
  • Creatively seeks opportunities to improve services, both in content and performance.
  • Ensures the use of evidence-based practices in all programs and services; and fostering the integration of substance abuse, mental health, and primary care services.
  • Ensures that agency identified trainings are regularly and consistently implemented in compliance with the Northern California implementation plan.
  • Ensure HR360 SF Behavioral Health Programs and Services act in accordance with HR360 Policies and Procedures.
  • Coordinate with direct reports to forecast and manage utilization in all Behavioral Health Programs and Services.
  • Serves as a Drug Medi-Cal and Specialty Behavioral Health expert, is a driver of change and ideas both internally and externally and works closely with the county on all related topics.

Planning/Development Responsibilitites:

  • Seeks out funding opportunities that support program growth and sustainability.
  • Work with the Grants and Contracts Teams and assists in the development of SF Behavioral Health proposals.

Fiscal Oversight Responsibilities:

  • Monitors the SF Behavioral Health Program Budgets.
  • Monitors the funding streams feeding the SF Behavioral Health Programs, which may include funding from neighboring counties.
  • Ensures spending is consistent with contract and agency expectations.
  • Approves expenditures in compliance with financial policies and ensures that direct reports are in compliance.

Personnel Management:

  • Meets regularly with direct reports to set goals and monitor progress toward goals.
  • Gives ongoing feedback and conducts formal performance evaluations in a timely manner.
  • Mentors and coaches supervisees in their professional development ensuring opportunities for furthering their talents and skills and growth within the organization.
  • Assists direct reports in defining career goals and seeking opportunities for development.
  • Provides or identifies trainings and/or resources required for direct reports to perform their roles.
  • Solicits feedback from direct reports on management style and techniques.
  • Approves the hiring of all staff and supports direct reports on human resource issues.
  • Fosters a culture of accountability and provides direct feedback to ensure organization’s goals and objectives are met and client services continue to meet the mission and vision of HealthRIGHT360

Quality Improvement/Assurance Responsibilities:

  • Champions and embodies a culture of quality improvement, excellence, and accountability.
  • Creates an environment and expectations for compliance requirements and quality and assurance.
  • Manages and works closely with HealthRIGHT360 Behavioral Health Leadership to ensure that the organization maintains the quality, ethical standards and benchmarks that meet local, national and internal standards.
  • In conjunction with the Compliance Department, responsible for maintaining, managing and monitoring all compliance and contract requirements and coordinating and communicating compliance to direct reports and below.

Administrative Responsibilities:

  • Draft internal and external reports as needed.
  • Review and update policies, procedures, and handbooks as necessary.
  • Writes Annual Reports, Biannual Reports, Continuation Reports, and Corrective Action Reports (when needed) to funders.
  • And, other duties as assigned.

Education and Knowledge, Skills and Abilities

Required:

  • Master’s or PhD degree in Nursing/Hospital Administration/Psychology/Social Work or related field and five years of management experience overseeing multiple programs/services.

Desired:

  • Licensed - RN, LCSW, LMFT, LPCC, or PsyD/PhD with the California Board of Behavioral Sciences, California Board of Registered Nursing, or the California Board of Psychology AND five years management experience and three years clinical, behavioral health experience.
  • Licensed with the California Board of Registered Nursing, Board of Behavioral Sciences or Board of Psychology for at least two years.
