North County Serenity House, A Program of HealthRIGHT 360 was founded in 1966 to provide substance use disorder services in the community.  North County Serenity House provides a gender-responsive and trauma-informed environment, using evidence-based and best practices that recognize and account for the role that trauma frequently plays in substance use and criminal histories of women. For clients with co-occurring mental illness, we provide integrated substance use and mental health services which treat both conditions as primary. Our residential facility serves up to 120 women (with capacity for up to 20 children under 5 years of age) seeking recovery from substance use disorders. 

Job Overview:

The primary responsibilities of the Program Manager include providing supervision and staff development assistance for all direct reports as assigned by the Divisional Director, as well as the oversight of day to day program operations of the assigned North County Serenity program(s) that represent HealthRIGHT 360’s philosophy, goals, policies, mission and vision.  The Program Manager is also responsible for other duties assigned by the Divisional Director which are essential to incorporating the agency’s mission and values into our service delivery.  The primary objective of the Program Manager is to balance between contract responsibilities while providing the highest quality of care.  The Program Manager is responsible for motivating and inspiring a high performing team. 


Key Responsibilities

1. Oversee clinical treatment and coordination of various activities and departments within facility.  
2. Ensures treatment is in accordance with contract expectations and ensures the fidelity of the evidenced based practices and quality  of services.  
3. Has ultimate responsibility for retention and completion of all participants.  Responsible for being a part of overall North County 
4. Serenity House team and the operational functions of the facility, including, but not limited to safety and security, compliance and accountability.  
5. Must be available after-hours and on weekends to respond to facility emergencies, outstanding crisis or events. 
6. Handles aspects of management, including direct supervision and mentoring of subordinate supervisory staff.  Activities include, but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating. Ensures staff is familiar with program policies, procedures, and practices. 
7. Responsible for ensuring that all treatment service plans and activities are executed in keeping with the organization’s values, mission, vision and strategy. 
8. Understands Supervisors role and the role of staff and how they fit within the agency’s mission and values. Responsible for ensuring compliance with all programmatic or project contractual requirements. 
9. Responsible for ensuring all direct reports remain in compliance with all environmental, safety and health requirements of the program(s) assigned. 
10. Responsible for ensuring all direct reports remain in compliance with policies and procedures as it relates to day to day program operations in collaboration with QI and EHR staff.   

Education and Knowledge, Skills and Abilities

- Drug and Alcohol Certification recognized by Department of Health Care Services (DHCS)
- At least two years of direct counseling service and/or administrative experience in a residential treatment setting
- High School diploma or equivalent
- First Aid Certified within 30 days of employment.
- CPR Certified within 30 days of employment
- Strong understanding of the ASAM diagnostic assessment tool, as well as the ICD 10 and DSM 5 diagnoses
- Working knowledge of the Drug Medi-Cal Organized Delivery System (DMC-ODS)
- Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data
- Professionalism, punctuality, flexibility and reliability are imperative

-Experience with all performance management processes including, performance improvement plans, formal written warning notices and terminations of all direct reports as needed.

- Bachelor’s Degree in related field 
-Knowledge of co-occurring disorders and gender responsive, trauma informed treatment. 
-Knowledge of clinical documentation (treatment plans, progress notes, etc.)
 -Experience working with criminal justice population. 
-Experience managing budgets.
-Bilingual English/Spanish
