Job Overview

HealthRIGHT 360 is currently looking to fill a Program Manager position at our Serenity House program in San Mateo, CA! T In this position you will have the opportunity to work in a setting that provides dignified, compassionate and respectful care to people with mental illness.  The Program Manager will have a variety of duties, including: clinical, administrative, leadership, supervision, licensing-related, and community liaison.  

Serenity House is a 13-bed adult, short-term, trauma-informed, crisis residential program which opened in 2018.  Clients come to us through PES, law enforcement, family contact, treatment providers, or other community partners. We serve those who are currently experiencing a psychiatric crisis, those whose behavior is causing problems in their daily functioning and relationships. Clients have the ability to participate in a healing community environment, attend evidence-based therapeutic and expressive arts groups, meet with therapists, mental health case managers and a family advocate, and be assessed for medication needs. Treatment plans are individualized in order to meet the direct needs of the individual.  The short-term crisis-residential stay is designed to assist clients with stabilizing the current crisis and then returning to the community. Serenity House believes in our clients and works to play a significant role in the recovery process and journey.

Key Responsibilities

The Serenity House Program Manager is responsible for overseeing and implementing program services, clinical activities and staffing.  Through a gender responsive, trauma informed approach, the Program Manager engages in clinical work, milieu work, liaison work, supervisory work, and on-call work, in accordance with program compliance and licensing regulations.  Additionally, the Program Manager will support and fill in for the Program Director as needed, and will model communication and clinical standards that are aligned with program values and beliefs.  

Program Management Responsibilities: Supervises clinical treatment and coordination of various activities and departments within the facility. Works in coordination with the Program Director to ensure treatment is in accordance with contracts/license expectations.

Facility Management Responsibilities: Responsible for oversight of the program’s needs, including but not limited to safety and security, compliance and accountability.  Available, as needed, after hours and on weekends to respond to facility emergencies, outstanding crisis or events. Conducts emergency drills (Fire and Disaster) in accordance with licensing; coordinates all repairs and maintenance; and holds house meetings as necessary.

Supervisory Responsibilities: Oversees management of staff, including direct supervision and mentoring of subordinate supervisory staff. Activities include but are not limited to coordinating with the Program Director regarding, hiring, training, motivating, evaluating, disciplining, and terminating.  Ensures staff is familiar with program policies, procedures, licensing regulations and practices. 

Assists in ensuring that the program complies with the Board of Behavioral Sciences requirements for clinical supervision of interns in partnership with a BBS licensed supervisor. The Program Manager will assist in monitoring the clinical work of supervisees and provide individual and group supervision for unlicensed, unregistered staff (such as Overnight and AOD staff) as well as complete staff evaluations.  Assist with crisis intervention, child and adult/elder abuse reporting, and other urgent clinical matters. Co-sign treatment plans and progress notes as required; ensure timely completion of clinical documentation according to standards established by law, regulations, and stakeholder requirements.  Identify the training needs of students and therapists, coordinate needed trainings and monitor completion of all required trainings.

Administration and Compliance: Ensures that each client receives all services stated in applicable contract.  Ensures compliance with codes and regulations for Serenity House.   Responsible for client capacity within the program.  Ensures client rights mandated by governmental codes and agency norms. Assists the Program Director in ensuring quality assurance for charts and treatment plans.  Ensures proper handling and transfer of documents and records. Assists in oversight of the Electronic Health Records (EHR) system for the program by maintaining accurate records and entering them into various electronic systems for all client interactions in accordance with guidelines established by HealthRIGHT 360 to satisfy internal and external requirements.

Education and Knowledge, Skills and Abilities

Education and Experience


-MA/MS in Behavioral Health field

- Licensed MFT, CSW, PCC or Registration with Board of Behavioral Sciences as an AMFT, ACSW, APCC

- Knowledge of community resources for non-profit mental health facilities

-Experience with government contracts, compliance and state licensing regulations.

-Minimum of two years of experience in mental health and dual diagnosis treatment in an inpatient or outpatient community mental health setting.

-First Aid & CPR Certified within 30 days of employment

Desired (any of the following):

- Direct experience working with a variety of DSM Diagnosis.

- Experience working with any of the following disorders: Psychotic Disorder, Schizophrenia, Anxiety Disorders, Mood Disorders, and Personality Disorders.

-Experience navigating crisis situations such as 5150 procedures.

-Direct experience working in high-stress environments

-Training in deeper listening skills, such as reflective listening and Motivational Interviewing

-Demonstrable ability to convey accurate empathy

-Knowledge of trauma, co-occurring disorders and substance abuse treatment

-Knowledge of Clinical documentation (treatment plans, progress notes etc.)

-Experience working with criminal justice population
