Job Overview

FOTEP is a fast paced residential program for women and women with their children.  We target substance abuse and criminal behaviors to assist female parolees in successfully achieving their healthy life goals and dreams.  We do this is a gender responsive and trauma informed manner appreciating the unique needs of our clients.  The Supervising Counselor works directly supporting the program structure and documentation as well as overseeing the AOD Counselors.  The ability to work independently and in conjunction with a small close knit team is required.  

The Supervising Counselor is responsible for direct supervision of counseling staff. Functions include conducting weekly individual supervision, auditing files to assure accurate documentation of services, auditing and monitoring medication distribution, and assuring overall health and safety for the facilities and all program participants. Works in conjunction with the staff team to supervise development of treatment plans focused on recovery from substance abuse as well as other issues that could be a barrier to participants’ healthy lifestyles (i.e. life skills, criminal behaviors, health/mental health problems, educational/vocational challenges, etc.).

Key Responsibilities

Supervisory Responsibilities: Responsible for direct supervision and training of counseling staff. Coordinates clinical and staff schedules. Leads staff meetings in conjunction with the Program Manager/Director to address personnel matters, program and operational issues, and to assist in resolving problems that may exist. Handles aspects of management including direct supervision and mentoring of subordinate staff. Managerial activities may include but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating. 

Case Management Responsibilities: In coordination with the Program Manager/Director, ensures that all clinical processes occur. Assigns clients to counseling staff caseloads. Periodically assists in facilitating groups and individual counseling sessions.

Administration and Compliance: In accordance with guidelines established by HealthRIGHT 360 to satisfy internal and external evaluating requirements, ensures that staff maintains accurate documentation on all clients. Perform regular audits to ensure contract compliance. Ensures that clients are in compliance with their service/treatment plans, and reviews and approves the plans. Coordinates with staff to correct all Electronic Health Records (EMR) discrepancies within a timely manner.

Treatment Setting Responsibilities: Works rotating shift to maintain knowledge of all aspects of program. Participates in case conferences. Responsible for clinical schedule. Responds to emergencies as needed. Responsible for safety and security of the program and mediates client grievances. Must be available afterhours and on weekends to respond to facility emergencies, outstanding crisis or events.

Education and Knowledge, Skills and Abilities

Education and Experience


-Drug and Alcohol Certification recognized by DHCS and High School diploma or equivalent or

Bachelor’s Degree in related field  

-Experience providing clinical supervision

-Experience in a supervisory role

-First Aid Certified within 30 days of employment

-CPR Certified within 30 days of employment

-A valid California driver’s license



-Culturally competent and able to work with a diverse population

-Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications

-Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency

Skills and Abilities


-Knowledge of Clinical documentation (treatment plans, progress notes etc.)

- Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data

- Professionalism, punctuality, flexibility and reliability are imperative

-Knowledge of gender responsive trauma informed treatment.

-Knowledge of co-occurring disorders and trauma informed treatment

-Experience working with criminal justice population
