Vice President of Behavioral Health - Northern California

Job Overview

HealthRIGHT 360 Behavioral Health Programs provide mental health and substance use disorder treatment in a range of settings including: detox/withdrawal management, outpatient, residential, criminal justice, and residential recovery programs/step downs. We also provide support through sober living and re-entry programs. Services espouse the tenets of Trauma Informed Care and Harm Reduction. This is a large and varied compilation of programs with exciting opportunities for data driven improvement and expansion.

The VP of Northern California (NorCal) Behavioral Health (BH) Programs is responsible for the fiscal health, compliance, quality, clinical integrity, and operational leadership of multiple programs, including all residential treatment, transitional housing, and outpatient behavioral health programs in Northern California . Provides administrative and clinical oversight and direction to mental health and substance use integrated programs. Works with the Chief Healthcare Officer to provide strategy and vision for the behavioral health practice, including compliance with Drug Medi-Cal – Organized Delivery System standards, team based care, integration across the spectrum of healthcare services, quality improvement, and practice transformation. 

Key Responsibilities

Leadership:

  • Participates in strategic planning process and prepares for the next stage of planning/growth.
  • Ensures that strategies are executed in keeping with the organization’s values, mission and vision. 
  • Works with Chief Healthcare Officer to have a vision for BH services aligned with the organizations strategic plan and ensures strategic goals continuously advance BH services towards this vision.
  • Closely coordinates strategies and operations with the Executive Team and senior leadership.
  • Attends external meetings and events to learn about the changes in the Behavioral Health field and to represent and advocate on behalf of HealthRIGHT 360.
  • Represents HealthRIGHT 360 to the media and external visitors and supporters.
  • Participates in state and local professional organizations that strengthen the company’s position within the industry.
  • Oversight for implementing new programs.
  • Provides strategic support, coaching, mentoring, and professional development for direct reports.

Operational and Clinical Oversight:

  • Designs and ensures the execution of operational processes aligned with new organizational strategies, including Drug-MediCal – Organized Delivery System.
  • Identifies and solves systemic problems that impede operational integration and the quality of care and services provided.
  • Develops standard procedures and clinical practices and ensures that they are implemented and followed consistently across the agency in support of HealthRIGHT 360’s mission and values. 
  • Ensures that corporate information, goals and policies are disseminated and implemented throughout the organization.
  • Regularly monitors the performance and outcomes of NorCal behavioral health services.
  • Creatively seeks opportunities to improve services, both in content and performance.
  • Ensures use of evidence-based practices; and fostering the integration of substance abuse, mental health, and primary care services.
  • Thinks of new ways to improve the integration of behavioral health services to improve the quality and continuum of client care.
  • Oversight for and may help in planning trainings including conducting staff and student training in evidence-based practices and clinical skills.

Fiscal Oversight:

  • Works with other members of the Executive Team and senior management to assist in identifying new sources of revenue (e.g. local fund-raising, private-pay patients, private insurance and managed care companies, and grants) to insure the fiscal health of the agency. 
  • Monitors all behavioral health service budgets from multiple funding streams.
  • Transitions new revenue sources to the operations to ensure appropriate implementation of contracts.
  • Ensures new revenue sources are implemented according to contract.
  • Approves major expenditures in compliance with financial policies and ensures that direct reports are in compliance with same.

Personnel management:

  • Meets regularly with direct reports to set goals and monitor progress toward goals.
  • Gives ongoing feedback and conducts formal performance evaluations in a timely manner.
  • Mentors and coaches supervisees in their professional development ensuring opportunities for furthering their talents and skills and growth within the organization.
  • Assists direct reports in defining career goals and seeking opportunities for development.
  • Delivers or provides for training and resources required for direct reports to perform their roles.
  • Solicits feedback from direct reports on management style and techniques.
  • Approves the hiring of all staff and supports direct reports on human resource issues.
  • Fosters a culture of accountability and provides direct feedback to ensure organization’s goals and objectives are met and client services continue to meet the mission and vision of HealthRIGHT 360.

Quality Improvement/Assurance:

  • Champions and embodies a culture of quality improvement, excellence, and accountability.
  • Creates an environment and expectations for compliance requirements and quality and assurance.
  • Manages and works closely with Managing Directors to ensure that the organization maintains the quality, ethical standards and benchmarks that meet local, national and internal standards.
  • In conjunction with the Compliance Department, responsible for maintaining, managing and monitoring all compliance and contract requirements and coordinating and communicating compliance to direct reports and below.

Education and Knowledge, Skills and Abilities

Education Required:

  • Graduate of accredited university with degree in psychology, social work, or marriage and family therapy.
  • Desired a valid California PhD, PsyD, LCSW or LMFT clinical license.

Knowledge and Skills Required:

  • 5-10 years broad senior management experience in a health or behavioral health organization.
  • Ability to manage the operations and leaders of diverse geographic locations.  
  • History of working with underserved communities, especially communities of color, that suffer from lack of healthcare, homelessness, and/or substance use disorder.
  • Strong negotiation, diplomacy and presentation skills.
  • Ability to build bench strength throughout the organization and a dynamic, cohesive team underneath. 
  • Proven financial shrewdness and ability to prepare and manage complex budgets from multiple funding streams including managed care contracts.
  • Ability to think strategically agency-wide. 
  • Self-motivated, dependable, creative and proactive approach to work; understands the importance of working independently and within a team environment.
  • Openness to and comfort with ambiguity and change; and the ability to facilitate change across the organization.
  • High degree of self-awareness and self-regulation.
  • Sense of urgency to ensure the highest quality of care possible for clients.  

Desired:

  • Excellent knowledge of government contracts and/or managed care and the compliance process of such contracts.
