SAN FRANCISCO, CA — HealthRIGHT 360 announced today that it has been awarded $16,469,416 through the Behavioral Health Continuum Infrastructure Program (BHCIP), part of the second round of Proposition 1 investments administered by the California Department of Health Care Services (DHCS). The funding will support construction of a new behavioral health facility at HealthRIGHT 360’s Pomona Family Campus, expanding access to high-acuity substance use disorder treatment in Los Angeles County.
The project will create a 25-bed Chemical Dependency Recovery Hospital offering medically monitored intensive inpatient services with 24/7 medical oversight and integrated behavioral health care. Once completed, the facility will provide withdrawal management, individual and group counseling, mental health therapy, and care coordination connecting patients to step-down treatment, outpatient services, and longer-term recovery support.
All 25 beds will be dedicated to Medi-Cal beneficiaries, ensuring access to care for individuals who often face the greatest barriers to treatment. The project represents a significant expansion of treatment capacity in eastern Los Angeles County, where demand for high-acuity behavioral health services continues to outpace available beds.

Pomona is in Los Angeles County’s Service Planning Area 3, which experiences high rates of opioid-related emergency department visits, hospitalizations, and methamphetamine overdoses. The new facility will help address these needs while strengthening the broader continuum of care already offered at HealthRIGHT 360’s Pomona Family Campus.
In addition to withdrawal management services, the campus provides perinatal residential treatment, medication-assisted treatment, outpatient substance use disorder services, mental health care, and supportive housing programs. The campus is also an implementation site for the California Recovery Incentives Program, providing contingency management for individuals with stimulant use disorder. The new facility will further integrate these services, allowing individuals to move more seamlessly between levels of care based on their clinical needs.

The award is part of a $1.18 billion statewide round of BHCIP funding announced by Governor Gavin Newsom, supporting 66 projects across 130 behavioral health facilities and expanding residential and outpatient treatment capacity across California. Proposition 1, approved in 2024, represents a major statewide investment in behavioral health infrastructure aimed at modernizing facilities and expanding access to care.
HealthRIGHT 360 is one of California’s largest nonprofit providers of behavioral health services, delivering integrated care that includes substance use disorder treatment, mental health services, primary care, and reentry support.
