SAN FRANCISCO, CA — HealthRIGHT 360 is honored to announce it has been awarded funding through the Behavioral Health Continuum Infrastructure Program (BHCIP) as part of the first round of Proposition 1 investments, administered by the California Department of Health Care Services (DHCS). These grants will support major infrastructure projects in Santa Clara and Ventura Counties, expanding access to residential substance use disorder treatment and withdrawal management services for individuals with substance use and co-occurring mental health conditions.
Together, these two projects will bring online a combined 120 residential beds, significantly expanding local capacity to provide withdrawal management and residential services, addressing long-standing gaps in behavioral healthcare and advancing California’s commitment to equitable, community-based treatment.
“This isn’t just about beds, it’s about belonging,” said Dr. Vitka Eisen, President and CEO of HealthRIGHT 360. “When someone walks through our doors and feels seen, respected, and supported, it’s not just treatment, it’s healing. These Prop 1 investments will help us create spaces that are safe, dignified, and capable of changing lives.”
HealthRIGHT 360 has a long history of service in both communities: as Asian American Recovery Services in Santa Clara County since 1985, and as Prototypes in Ventura County since 1992. These new capital investments will allow the organization to build on its decades of experience, strengthening programs that are trauma-informed, culturally responsive, and rooted in compassion.
“These infrastructure grants are a once-in-a-generation investment in the health of our communities,” added Eisen. “They’re about delivering care that’s close to home, informed by lived experience, and accessible to everyone, regardless of income, background, or geography.”
The funding is part of a $3.3 billion statewide effort, which focuses on projects prepared to quickly expand behavioral health infrastructure. These investments align with the goals of Proposition 1, passed by voters in March 2024, to modernize California’s behavioral health system and increase care options.
HealthRIGHT 360 also emphasized the essential role of its workforce in advancing this mission. “Our skilled and compassionate workforce is the heart of this system,” said Eisen. “It’s because of them that we’re able to meet people where they are and help them move toward where they want to be.”
These projects reflect HealthRIGHT 360’s continued dedication to reaching marginalized populations and building a behavioral health system that delivers care with dignity, equity, and impact.
